Why doesn't Mak'leou in the Muted Scarp not start the cutscene when I have 2 medallions in Final Fantasy XII?

I am doing the Medals for Nabudis side quest so I can fight Chaos. I have returned the Dull, Black, and Grimy Fragments to Roh'kenmou. I have also got the Moonsilver Medallion and returned it to him as well. At this point I am supposed to talk to Mak'leou and initiate a cut scene with the three mous, and instead he just says "Oh do not sneak up on me like that. Oh you are helping Roh'kenmou find the Love Medalion? Curious" I have done everything up to this point and I have no clue what I did wrong. I am just passed The Pharos. Please help.
