Should i call dhs? please help!!!?

my sister had a baby 3 and 1/2 months ago. me and my mom keep the baby most of the time. my mom has had her for three weeks except for one night. she has been doing drugs partying and yells at my niece. but i don't want them to take her away. should i still call dhs???
