Why is sharjah very Islamic and the rest of the UAE very moderate?

I heard when Sharjah was on the brink of Bankruptcy, Saudi Arabia would bail them out only on one condition, which was Sharjah become very Islamic. Now Sharjah is very Islamic and under the control of Saudi Arabia.
