I'm 16 and I'm a 32A too. But, unfortunately, there isn't a way to make your boobs grow. There may still be a chance it would still grow. Wait until your body gets more mature. The fluid is vaginal discharge and you can't stop it. It would not not normal to not have it and unhealthy to stop it. You seem very uninformed.
